Background
The City of Port Orchard created a special "government use only" zoning designation called the GUMPOD. This zoning designation applied to privately owned homes in the path of a proposed county campus expansion. Kitsap County asked for this designation to ensure the property would be available when they come to take it. The county has dropped plans for the proposed campus; Port Orchard has dropped the name GUMPOD and the "Government use only" restriction.
The area formerly known as GUMPOD is currently restricted to uses permitted by zoning and the City Of Port Orchard comprehensive plan.
Development rules and their enforcement are the reason cities exist. Public safety should be the first priority of our mayor and city council, their other job is protecting the quality of life of citizens of Port Orchard. The city has developed and adopted, with deliberation and public process, land use rules and regulations including standards for buffers and mitigation. All developers should be subject to the same rules, however, the city has allowed and continues to allow Kitsap County a free-pass by issuing "Temporary Use Permits".
